EPCs in the commercial sector and DECs for public buildings were introduced in phases in England and Wales as following

Energy Performance Certificates (EPCs) are now required for all commercial buildings whenever built, rented or sold in accordance with the current legislation for the following:

• Retail Units
• Shops
• Offices
• Rental Property
• Industrial Units
• Hotels
• New Build commercial units
• New Build Homes
• Public Institutions
• Government Buildings

However there are few EXEMPTIONS as follows:

• If being leased, the EPC is only required if the property is being marketed to a new tenant, and the existing tenant isn’t renewing
• The property has no heating/cooling or internal climate control
• Places of Worship (e.g. churches, Temples, Mosques) 
• Temporary Buildings In Use For Less Than 2 Years (Portable Buildings and Site Buildings) 
• Low Energy Demand Buildings (i.e.  Farms, Sheds Outbuildings and Barns) 
• Stand Alone Buildings Less Than 50 sq m.
